Marikina River Overflows Again Forced Evacuations in Tumana “Sino bang hindi kakabahan kung baha na halos hanggang leeg tapos may dalawang bata kang inaalagaan?” That’s the exact fear flooding the hearts of Marikina residents—literally. Last night, the river didn’t just rise. It swallowed. At 11:15 p.m., the Marikina River hit a terrifying 18.4 meters, pushing flood-prone communities to flee for their lives under heavy rain, soaked slippers, and shaky prayers.

Hindi pa tapos ang buwan pero andito na naman si Marikina River—galit, basa, at punong-puno.

Kagabi, habang ang iba sa atin ay payapang natutulog sa malamig na ulan, ang mga taga-Tumana, Malanday, at iba pang low-lying barangays sa Marikina ay nagmamadaling magsalba ng gamit, bitbit ang bata, ulan sa likod, baha sa paanan.


11:15 p.m. — Anong meron? Hindi chismis, kundi alarma. Official na umabot sa 18.4 meters ang tubig sa Marikina River. At kung alam mo ang alarm system nila, 'pag lampas 16 meters pa lang, delikado na. Kaya 'yung iba, hindi na naghintay ng ikatlong alarm. Tulad ni Tatay Andres Pangilinan, 68 years old.


Sabi niya, “Lagpas na po 16 (meters), nung mag-evacuate kasi may dalawang apo pa po akong maliit. Hindi ko na po hinintay yung forced evacuation…” Sino nga ba naman ang magpapaiwan kung ganon kataas na ang tubig at may bata kang dala?


Pero here’s the thing: after evacuating to Parang Elementary School—one of the 36 evacuation centers activated by the Marikina Public Information Office—bumalik pa rin si Tatay sa palengke. Oo, ulan, baha, danger levels, pero trabaho pa rin ang habol.


Nagtitinda siya sa palengke. Para sa kanya, hindi lang tubig ang bumabaha—pati obligasyon, bills, at pang-araw-araw na gastos.


Habagat daw ang may kasalanan. Southwest monsoon, kung saan ang ulan ay parang walang expiration. Tuloy-tuloy, parang feelings na di ma-let go. Pero unlike sa love life, hindi mo pwedeng dedmahin ang ganitong klase ng ulan. Kasi kapag sinabayan pa ng high tide o thunderstorm, game over na ang mga bahay sa tabi ng ilog.


Marikina is no stranger to floods. Ilang beses na ‘tong nag-trending, nag-viral, at naging headline. From Ondoy hanggang sa mga recent typhoons, parang yearly tradition na ang forced evacuation. Pero this doesn’t mean sanay na ang tao. Sakit pa rin sa dibdib. Takot pa rin sa bawat tunog ng alarm. Hirap pa rin maghanap ng ligtas na lugar, lalo na kung andami mong responsibilidad.


Let’s talk logistics. Sa ngayon, 36 evacuation centers ang bukas, pero sapat ba ito? May food ba sila? Kumot? Comfort rooms na hindi creepy? These are questions na madalas hindi napag-uusapan, kasi ang focus palagi: naka-evacuate ba sila? Pero hindi lang yun ang sukatan ng safety.


And let’s not forget: andaming evacuees ang may kasamang bata, matatanda, o may sakit. Iba ang level ng stress kapag kasama mo ang mga taong fragile. Hindi mo lang iniisip ang baha—iniisip mo rin ang gamot, pagkain, tulog, at hygiene.


Meanwhile, social media was flooded (pun intended) with real-time updates, photos of rising water, and calls for help. “Tumataas na naman ang ilog, Lord, sana ‘di magtuloy-tuloy.” That’s the collective prayer. But prayers must be matched with preparation, and preparation needs funding, planning, and action.


So, nasaan na tayo?


The question isn’t just "What happened?" but "Bakit ganito pa rin tayo taon-taon?"


Why do we still see senior citizens risking it just to earn pang-ulam? Why are working-class citizens forced to choose between safety and survival?


And in the grander scheme of things, where’s the long-term flood solution? Every year, we talk about dredging, drainage, flood barriers, early warnings, relocation... Pero andito pa rin tayo. Evacuate na naman. Hanapbuhay or buhay—mamili ka.


Let’s be clear: hindi ito kasalanan ng ulan. Ang ulan ay ulan. Pero dapat ba taon-taon nagkakandarapa tayo? Dapat ba si Tatay Andres, sa edad niya, ay naglalakad pa sa ulan para lang magbenta?


In this country, disaster is not just an act of nature. It’s also a product of neglect.

And as Marikina breathes through soaked lungs and trembling roofs, we ask: Hanggang kailan tayo aasa sa evacuation center, sa malasakit ng isa’t isa, sa sariling diskarte—bago talaga tayo magsimulang ayusin ang ugat ng problema? Kasi next time the river rises, will we sink again—or finally rise with it?
